親愛的學長在他跟我交接之後, 隔天跟我提到, 資深教官/協調員認為我離場的一架飛機, 之所以沒有爬的那麼快, 都是因為我 cancal 他的 speed restriction... 以下是一些 MSN 的對話:

Q: ALL, I mean, ALL the pilots I asked, tell me that, cancel speed 250knots restriction will make planes climb FASTER. but ALL SENIOR ATC, tell me that it's gonna make planes climb SLOWER. I am totally confused, HELP ME PLZ.

半年前的另外一個問題:

CPA B777 Colin - Anchorage was nice! 說: Well, normally regardless of the speed we fly, the engine thrust is the same after takeoff, so the noise at the engine is the same. Over 250kts allows us to climb higher so I guess for people on the ground it is quieter.

可憐的學長, 如果區管中心給的到場再好一點, 我的進場順序再做的好一點, 十一月去澳門天堂前日子就會更好過一些了...

在原因歸咎上, 總台面對案件真正背後原因的勇氣比起航空公司起來是落後一大截, 整個過程不過是想歸責, 人不是機器, 所以事情重複發生老實說也不足為奇, 在這種哲學沒有改變之前, 開再多檢討大會也沒有用, 處罰再多人也不會讓案件變少.

我個人的血淚整理: 在終端區進場階段, 往許可限制點飛的飛機, 或者用雷達引導帶順序, 如果沒有 200% 的把握一定會有雷達隔離出來的話, 就把高度壓住以減少飛機之間的接近率, 並至少達成高度隔離.

PS, 媽的我也不知道對不對... 因為這並不在總台檢討我的八大罪狀其中之一

如果對在程序上的飛機頒發進場許可, 航機可依照 MEA 的下降, 華航長榮日航這些公司飛行員問問問也就罷了, 連國泰都問? 到底怎樣才對?

AIM 4-8-5. SPECIFYING ALTITUDE

Specify in the approach clearance the altitude shown in the approach procedures when adherence to that altitude is required for separation. When vertical separation will be provided from other aircraft by pilot adherence to the prescribed maximum, minimum, or mandatory altitudes, the controller may omit specifying the altitude in the approach clearance.

2. Pilots navigating on STAR/RNAVSTAR/FMSP procedures shall maintain last assignedaltitude until receiving authorization to descend so asto comply with all published/issued restrictions. This authorization will contain the phraseology“DESCEND VIA.”
(a) Clearance to “descend via” authorizespilots to:
(1) Vertically and laterally navigate on aSTAR/RNAV STAR/FMSP.
(2) When cleared to a waypoint depicted ona STAR/RNAV STAR/FMSP, to descend from apreviously assigned altitude at pilot’s discretion to thealtitude depicted for that waypoint, and onceestablished on the depicted arrival, to navigatelaterally and vertically to meet all publishedrestrictions.

NOTE−1. Air traffic is responsible for obstacle clearance whenissuing a “descend via” instruction to the pilot. The descend via is used in conjunction with STARs/RNAVSTARs/FMSPs to reduce phraseology by not requiring the controller to restate the altitude at the next waypoint/fix towhich the pilot has been cleared.

2. Air traffic will assign an altitude to cross thewaypoint/fix, if no altitude is depicted at the waypoint/fix,for aircraft on a direct routing to a STAR/RNAVSTAR/FMSP.

CAL121, JAL641, JAL651, JAL6851, EVA672, CPA450 加上一架 S-2T 和躲爛天氣, 造就了一個 TCAS RA 接近. 每次要去天堂之前都會有跟工作相關的鳥事發生, 屢試不爽, TMD!

撐了五個月零三天, 進台長辦公室, 本來要做塔台在職訓練教官, 出辦公室進管制室就一個接近, 真是命運造弄人!

台長說: ㄟ? 六月六號斷腸時? (我說... 古人應該是指農曆吧?)

〔記者胡清暉／台北報導〕美國教育測驗社公布，去年報考托福網路測驗的台灣考生平均分數是七十二分（滿分為一百二十分），在亞洲三十個國家之中排名第十七，較二○○五至二○○六年只提高一分，排名上升五名，但連續二年落後新加坡、香港、南韓、中國等主要競爭對手。

整體而言，包括新加坡、菲律賓、印度等英語教育較普及地區的托福考生，在亞洲成績明顯較佳。以洲別區分，歐洲分數最高，包括荷蘭的一○三分、丹麥的一○一分、盧森堡的一百分、芬蘭及比利時的九十八分，以及德國與瑞士的九十七分。

無線電，使用在航空上真是個奇妙的東西。使用得宜，可以把組員跟管制緊緊的結合在一起，共同解決飛行上遇到的緊急危難；使用的不好，兩個人三句話就吵起來也不足為奇，更不用說使用不是母語的英文溝通的我們。

數週前四月初，天氣突變，台北使用起兩三兩四跑道， 菜鳥雷達麵不熟的我做起來也卡卡的。一架泰航在一架復興後面進場，base leg 五千一到四千七，實在是不知道泰國人是怎麼搞的還是風的關係﹙那為什麼別人都不會就只有他？﹚，地速竟然從 220 飆到 270，復興也飛 approach speed control 的下緣 180knots，一快一慢，一下子七、八浬的隔離就變成了三浬，在旁邊看著我的 SP 受不了了...

「轉出去吧」，他說。

「Cancel approach clearance, turn right heading 270, climb back to 5000'」，既然 SP 都下指令的，那就只有 follow。

這個泰航，我以前在塔台的時候就碰過，不知道是不是泰國人講話的語調的關係，如果有一點小狀況，在無線電裡面聽起來就好像殺雞一樣。

「Turn right... heading... climb back to 5000'」，泰國人複誦地 5566 的，「Turn right heading 270, climb and maintan 5000'」，我又說了一遍。

「Turn right heading 270, climb and maintan 5000'」

在我發了其它幾個指示之後，突然從北邊到場的一架長榮問了我一個怪問題：

「Taipei, what's the heading you give to Thai?」

「... 他娘的」，我心裡想，是要質疑我給的航向太爛所以泰航要重帶是吧？

「Eva 115, the position of Thai was out of the legal service volumn of localizer so I use a direct route for him to join... WHAT THE HELL?! Standby...」，我竟然看到泰航持續右轉，轉向北了！

「THA, say heading?」，我問。Guess what...

「Conitnue turning right to heading 170...」，GOD DAMN IT!

看了一下他的軌跡，乾脆就讓他繼續右轉 200，發了進場。

把泰航換給塔台之後我問長榮：「What's the heading you heard from the readback of Thai?」

「170」，他說。我跟 SP 兩個人都聽到的是 270，而且還蠻確定的，唉。

「Appreciate it, contact tower 118.7」，事實上我更想說的是：

「Thank YOU, and good job」。
